Pursuant to Article 161(1) of the Electoral Code, the National Electoral Commission (PKW) may issue guidelines binding on electoral commissioners, electoral officials, lower-level electoral commissions, as well as explanations to organs of government administration and organs of local self-government units, and to organisational units under their authority performing tasks related to the conduct of elections, election committees, and radio and television broadcasters.
